While guest identity verification is a legitimate legal requirement under state police regulations and the Sarais Act, hotel check-in desks frequently demand full, unmasked Aadhaar photocopies.
This common practice has created vast, unsecured repositories of unredacted identity documents in hotel back-offices.
The Legal Framework: What Law Actually Requires
1. Police Guest Registers (Form F / Sarais Act)
State police departments and local municipal bodies require hotels to maintain a register of overnight guests. Under these rules, the hotel receptionist must record:
- The guest’s full name and permanent residential address.
- The guest’s arrival and departure dates.
- The document type and identifier number (e.g.,

Crucially, nothing in the Sarais Act or state police guidelines mandates that hotels retain an unmasked 12-digit Aadhaar photocopy. Recording the last 4 digits alongside the guest’s verified address fully satisfies the regulatory inspection standard.
2. UIDAI Directives Regarding Hospitality
In May 2022, UIDAI reiterated that private entities—including hotels, cinema halls, and shopping malls—are neither licensed nor authorized to demand unmasked Aadhaar cards or retain copies of full 12-digit numbers.
UIDAI explicitly advised citizens to share only Masked Aadhaar where the first 8 digits are concealed, and to never leave unwatermarked physical photocopies behind.
